I. Final Reading Ordinances (1:21)

  • Item 7A:
    • "An ordinance creating a voluntary attainable housing incentive program and authorizing certain incentives to be provided to property owners who seek to build multi-unit attainable and mixed income housing in Chattanooga pursuant to Tennessee Code Annotated Section 13-3-601(a) to adopt a program for multi-unit attainable housing development and to authorize the Chattanooga Hamilton County Regional Planning Agency to grant certain incentives for voluntary development of multi-unit attainable housing as set forth herein."

    • 7C: "An ordinance to amend Chattanooga City Code Part 2 Chapter 38 Zoning Ordinance so as to rezone properties located at 7978 and 8012 Shafford Road from R1 Residential Zone and R4 Special Zone with conditions to RN3 Residential Neighborhood Zone with conditions subject to certain conditions."

    • 7H: "An ordinance to amend Chattanooga City Code Part 2 Chapter 38 Zoning Ordinance so as to rezone property located at 2010 Anderson Avenue from R1 Residential Zone to TRN1 Traditional Neighborhood Zone."

II. First Reading Ordinances (4:51)

  • Item 8A:
    • "An ordinance closing and abandoning the unopened right-of-way in the 300 block of Ann Street as detailed on the attached map."
    • Motion to defer to January 28th passed unanimously.

III. Resolutions (5:16)

  • Items 9A and 9B: (Taken together as a group)
    • 9A: "A resolution confirming the appointment of Marcus K. Johnson to the Industrial Development Board representing District 7 with a term beginning on January 22nd, 2025 and ending on January 21st, 2031."
    • 9B: "A resolution to confirm the reappointment of Ponder Bailey Foster to the Community Advisory Committee Region 6 Bushtown Glenwood representing District 8 for a term beginning on November 1st, 2024 and ending on October 31st, 2027."
    • Motion to approve passed unanimously.
  • Items 9C and 9D: (Taken together as a package)
    • 9C: "A resolution confirming the surplus of Tax Map Number 146K-N-004.01 on Oak Street the property and authorizing the Mayor or his designee to enter into a donation agreement with Chambliss Center for Children ('Chambliss') in substantially the form attached for the donation of the property to Chambliss for the purpose of providing parking and to execute all documents required for the completion of the transaction with a reverter clause that should the property cease to be used for parking the ownership of the property shall revert to the City of Chattanooga."
    • 9D: "A resolution authorizing the Mayor to enter into an intergovernmental housing cooperation agreement in substantially the form attached to transfer $20 million from funds set aside in FY23 for an affordable housing initiative to the housing production fund administered by Invest Chattanooga."
    • Motion to approve passed unanimously.
  • Item 9E:
    • "A resolution to make certain findings relating to the Novonix Enterprise South LLC project; to authorize the City Mayor to enter into and execute a real estate purchase and sale agreement relative to the sale of approximately 182.39 acres (known as the Special Legislative Area Main Manufacturing Area Parcel 1.02) (182.5 acres) of the Enterprise South Industrial Park and authorizing the City Mayor to execute a deed and other necessary closing documents conveying said property to the purchaser identified in the sale agreement defined below upon the sale price by the purchaser; to delegate certain authority to the Industrial Development Board of the City of Chattanooga; and to authorize the Mayor to enter into and execute an agreement for payment in lieu of ad valorem taxes..."
    • Councilman Leford moved to defer to January 28th.
    • Motion to defer passed unanimously.
  • Item 9F:
    • "A resolution confirming Mayor Tim Kelly's appointment of Melody Wingfield as Chief Human Resources Officer."
    • Motion to approve passed unanimously.
  • Item 9G:
    • "A resolution approving a new special exemption permit for a new liquor store located at 1505 East 37th Street."
    • Councilwoman Dooley moved to deny.
    • Motion to deny passed unanimously.
  • Item 9H:
    • "A resolution authorizing the Chief of Police to donate a 2009 Harley-Davidson motorcycle, [serial number redacted], in good condition to the Kajada Police Department with a value of $4,790."
    • Motion to approve passed unanimously.

IV. Purchases (12:03)

  • Five purchases recommended for approval:
    • Forklift for Fleet ($74,999.63).
    • Two leaf collection vehicles for city-wide services ($62,378.74).
    • Three pumps for Wastewater ($71,168.47).
    • Two-year renewal for asphalt and pavement technologies ($529,500 annually).
    • Four-year renewal for risk management services ($1,531,025.76 annually).
  • Motion to approve passed unanimously.

V. Committee Reports (14:19)

  • No reports from Councilmembers Coonrod, Coonrod, or Dooley.
  • Councilman Smith: Reported on the Finance Committee meeting and upcoming discussions on the budget amendment.
  • Councilman Leford: No report.
  • Councilman Hester: Parks and Public Works Committee will meet again in two weeks.
  • Vice Chair Hill: No report.

VI. Report from the Chair (15:06)

  • Three applicants for the vacant District 6 seat.
  • Interviews to be held next Tuesday at 3:30 PM (5 minutes per applicant).
  • Process for filling the vacancy explained.

VII.  Public Comment (16:14)

  • Anne dePreeto: Spoke against Invest Chattanooga, advocating for permanent housing solutions and criticizing the program's affordability criteria.
  • Joshua David Capell:  Expressed appreciation for the council's service and spoke about love, community, and the legacy of Councilwoman Carol Burse.

VIII. Other Business (16:24)

  • City Attorney clarified that action had been taken on a previously deferred business item related to 1505 East 37th Street.
